Mission
An optical relay network that gives other satellites a continuous real-time route to the ground.
Kepler operates a relay network in low orbit. Ten satellites of about 300 kilograms each, launched in January 2026, carry optical terminals built to the Space Development Agency's standard so they interoperate with military constellations, along with GPU compute and terabytes of storage on board. What it sells is continuous real-time downlink for other people's satellites, which otherwise wait until they pass over a ground station.
Kepler's argument is that the bottleneck in orbit has moved. Sensing is cheap and launch is cheap, but getting data down still depends on where the ground stations are and when you fly over them. Kepler is betting that whoever owns the relay layer becomes infrastructure everyone rents rather than a competitor to anyone, which is why building to the military's optical standard matters more than building the best proprietary link.
Ten satellites is a thin network for a service that sells continuity, and the next dedicated launch is no earlier than 2028 on Rocket Lab's Neutron, which has not flown and has slipped repeatedly. The company reports tenfold revenue growth without disclosing the base, and being private it discloses nothing else. It has raised somewhere between $173 million and $233 million over a decade depending on which tracker you consult, with its last priced round in April 2023, which is modest for constellation infrastructure and suggests recent money has come from grants and government contracts rather than equity. It is also building a relay layer in a market where SpaceX, Amazon and the Space Development Agency are each building or buying optical meshes of their own rather than renting one.
